The Project “Enhancing Institutional and Operational Capacities of the
Provincial Association of Local Councils” is Looking for
Consultant(s) to Conduct Project Baseline Survey and
Capacity Assessment

From January 2019 to December 2021, the Association of Municipal, District, Commune, Sangkat Councils of Pursat Province (AMDCSPUR); the Advocacy and Policy Institute (API) and Aide et Action (AEA), under the financial support of EU and others, implement the project “Enhancing Institutional and Operational Capacities of the Provincial Associations of Local Councils” that aims to strengthen the institutional and operational capacities of associations of local councils (ALCs) and their members in six target provinces to promote accountability, transparency and responsiveness to citizens and vulnerable groups’ needs.
The project is looking for (a) qualified consultant(s) to conduct a project baseline survey and capacity assessment of participating provincials ALCs from May to July 2019.
Assess the current situation of the provincial ALCs as information base for the design of responsive capacity and organizational development measures and for monitoring and evaluation of project progress, results and outcomes.
