The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance and the Ministry of Public Works and Transport (MPWT) has received financing from the World Bank toward the cost of the KH-Road Asset Management Project II and RAMP-IIAF (Additional Financing), and intends to apply part of the proceeds for Consulting Services.

The consulting services (“the Services”) include National Procurement Expert (NPE) services for sections of NR4 (RAMP-IIAF).
The MPWT now invites eligible individual Consultants to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The National Procurement Expert preferably to be a qualified specialist in procurement of civil works and consultancy services.
The National Procurement Expert shall have the following minimum qualifications:
i. Bachelor Degree in management, economics, business administration, engineering or any related field;
ii. At least Five (5) Years of procurement experience in public or private sectors;
iii. At least Five (5) Years of experience in the procurement of Goods, Works, Services and in the management of project procurement procedures in compliance with the Government Standard Operational Procedures (SOP) for donors financed projects/programs;
iv. Excellent communication skills, including speaking and writing in both English and Khmer Languages;
v. High level of computer literacy including for Microsoft Office and for the use of Internet;
vi. Previous experience in works procurement under IDA and/or ADB Funded Projects.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016.
