Parliamentary relations between Cambodia and China have been further strengthened with the signing of two key documents aimed at enhancing cooperation between the legislative bodies of both countries. The agreements are being hailed as a “historic achievement”.

One of the documents is a cooperation agreement between the parliaments of the two nations, signed by Khuon Sudary, president of Cambodia’s National Assembly NA), and Zhao Leji, chairman of the Standing Committee of the National People’s Congress of China. 

The other is a memorandum of understanding (MoU), inked by Leng Peng Long, secretary-general of Cambodia’s NA, and Liu Qi, secretary-general of the Chinese standing committee.

The signings took place during Sudary's five-day official visit to China, which concluded on September 26. During the visit, she met with several Chinese parliamentary leaders, as well as representatives from the private sector, according to an NA press release.

“The two signed documents mark another historical achievement in the relationship between the two parliaments, laying a solid foundation for expanding and deepening bilateral cooperation to achieve more tangible results,” it added.

The release noted that Sudary and Chinese parliamentary leaders pledged to further enhance cooperation through several Chinese initiatives, such as the Belt and Road Initiative, and align them with phase one of Cambodia’s Pentagonal Strategy, with the goal of building a Cambodia-China shared community with high-quality, high-standard outcomes that benefit both nations.

Yang Peou, secretary-general of the Royal Academy of Cambodia, emphasised that the parliamentary relations between the two countries are part of the broader Cambodia-China Diamond Hexagon Cooperation framework and Ironclad Friendship, designed to strengthen ties in all aspects. 

He added that is also a part of the designated “2024 Year of People-to-People Exchanges”.

Peou noted that the ironclad friendship must be robust across all sectors, including legislative, executive, judicial, defence, education and technology.

He believed that this cooperation will strengthen Cambodia, as China, a major global power, cannot stand strong without solid regional partnerships.

“China can strengthen its position in the region through Cambodia, and Cambodia benefits from its cooperation with China in all sectors, enabling Cambodia to grow and become stronger,” he explained.
