Kampong Cham provincial governor Un Chanda has issued a warning to Department of Water Resources and Meteorology director Om Vibol, who was drunk and created a scene during the inauguration of the province’s top public works and transport official.

According to the warning letter dated October 29, Chanda described Vibol’s behaviour as inappropriate and detrimental to the dignity of civil servants and reflected badly on the reputation of provincial leaders as well as ministers.

“The provincial administration will suspend the evaluation of ... any promotion request for Um Vibol for two years,” Chanda underlined in the letter.

In the same letter, Chanda also instructed Vibol to change his behaviour and not drink alcohol while on duty, and avoid activities that damage the honour and dignity of leaders and civil servants.

Vibol was also ordered to maintain close contact with all departments and units throughout the province to ensure smooth functioning of provincial institutions by respecting the rules and working hours consistently. All missions and leave requests must be approved by the Board of Governors.

Chanda warned Vibol against repeating his mistakes in the future.

“In case of inconsistency, the provincial administration will take action in accordance with the Law on the Common Statute of Civil Servants and other relevant laws,” Chanda stated.

Vibol could not be reached for comment on November 1.

However, Vibol’s note attached to the warning letter seen by The Post on October 30 said: “I received it with the utmost respect.”

Sok Lim Heang, the newly appointed director of the provincial Department of Public Works and Transport, declined to comment on the case when reached by The Post on November 1. He said only that Vibol, who disrupted his inauguration ceremony on October 28, has already received a written warning from the provincial board of governors.

The inauguration ceremony was held at the Kampong Cham Provincial Hall, presided over by Chanda and public works ministry secretary of state Suy San.

At the ceremony, Vibol was drunk and used inappropriate language and gestures.
