SEOUL (AP) -Vietnamese Foreign Minister Nguyen Manh Cam urged a strategic alliance

on May 14 between South Korea's capital and Vietnam's cheap labor pool.

"There is great potential for the two countries to complement each other,"

Cam told reporters.

Cam said Vietnam was satisfied with a South Korean promise of U.S. $50 million in

low-interest loans to help develop its public facilities.
