Pich Srey Mom, a lesser-known businesswoman and CEO of Pich Sunshine Realty Real Estate, was apprehended by the Phnom Penh municipal police on an arrest warrant related to allegations of debts of more than $770,000.

Municipal police spokesman San Sok Seiha said on May 5 that Srey Mom had been sent to court after her arrest on May 4.

“We followed standard legal procedures. Once we arrested her we immediately handed her over to the court,” he said, declining to specify details of the arrest.

But according to a police officer who joined the operation but asked not to be named, the suspect was arrested in Boeung Keng Kang I commune of the capital’s Boeung Keng Kang district on a warrant issued by Prosecutor Chreung Khmao.

According to the warrant, the arrest was made following a lawsuit filed by a businessman who claimed that the woman owed him $776,000 and repaid the debt through a check that bounced.

Municipal court spokesman Y Rin did not respond to The Post’s request for further details on May 5.

Yong Phanit, a lawyer, explained the legality of an arrest warrant, saying it is made on the order of the prosecutor. Judicial police would then execute the order and hand over the individual to the prosecutor for questioning. If the individual is not involved in the alleged case, the prosecutor would release the person.

If the prosecutor found that innocence could not be immediately established after questioning, then the case would be referred to an investigating judge, who may level charges and place the accused in pre-trial detention.
