The Ministry of Labour and Vocational Training has informed transportation services that transport factory workers to get permits from the ministry in order to be able to travel in the yellow zones within the locked down areas.

According to the ministry’s announcement on April 28, Minister of Labour Ith Sam Heng informed owners of the factories in the yellow zones and the transportation services in Phnom Penh and neighbouring Takmao town in Kandal province that they should request travel certificates online at the URL: https://transportationpass.mlvt.gov.kh.

Factory owners and transportation service owners have to register their name, date of birth, ID card number and phone number while also giving the names and locations of the factories and the number of workers they will be transporting in addition to the routes they intend to travel.

Sam Heng said the certificate applicants will receive a digital travel permit within one day of correctly submitting their requests. They can track whether their request was approved by clicking the same link and logging-in with their date of birth and phone number.

Along with the digital permission letters, drivers have to bring along their ID cards in order to show them to the authorities they encounter on the street.

Factory workers that travel to work using their own personal vehicles have to have a work card or their National Security Fund card on their person at all times.

Ministry of Labour spokesman Heng Sour urged factory owners and workers to pay attention to the lockdown orders so that they can determine what routes they can travel.

“These travel permissions are valid only for transportation of workers between their homes and their workplaces and they do not permit crossing the border from Phnom Penh to the provinces.

"These cards are not for the general public to use for travel for personal reasons. The authorities will be checking those travelling with these cards to ensure compliance,” Sour said.
