The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance receives financing from the World Bank toward the cost of the Road Connectivity Improvement Project (RCIP), and intends to apply part of the proceeds for Consulting Services. The Ministry of Public Works and Transport is the Executive Agency.

 

The objective of the assignment is to provide professional technical services to ensure full compliance by the Contractors on Social Safeguard requirements under the civil works contracts for the rehabilitation of road /bridge works on NR7, NR73, PR377, and 377A using the Output Performance-based Road Contracts”, (OPBRC); the support for social Safeguard is critical for the implementation of RCIP. The Consultant will work intermittently at the Environmental and Social Office (ESO) of the MPWT. He/she will provide technical supports, trainings and assist ESO to prepare and submit progress reports on social safeguard compliance status to the Road Asset Management Office (RAMO) of the MPWT. He/she will work closely with the Implementation Support and Works Supervision (ISWS) Consultants.

 

It is estimated that the services will require about 18 person-months over the period of about 78 months of Environmental Supervision Consultant, on a part time (intermittent) basis. The MPWT now invites eligible individual Consultants to indicate their interest in providing the ESC services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

 

I. At least a Bachelor´s degree in sociology, anthropology, social development studies or other related fields.Master would be an advantage.

II. At least 7 years of experience in social impact or risk management in development/ infrastructure projects in Cambodia or in the region;

III. Knowledge on World Bank Social Safeguard Policies Framework and Guidelines would be an advantage;

IV. Good communication skills with ability to speak and write reports in English language;

V. Good interpersonal skills with gender and cultural sensitivity, respect for local culture and results oriented attitude;

VI. Reliable, independent and dynamic worker with good team spirit; and,

VII. Ability to travel extensively to Project areas.

 

The attention of interested Consultants is drawn to section III, paragraphs, 3. 14, 3. 16, and 3. 17 of the World Bank’s Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.

 

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016.
