General Hing Bunheang, the commander of the Bodyguard Headquarters (BHQ), explained the role and the many ways in which it serves Cambodia, as the unit celebrated its 14th anniversary.

He said the BHQ is not solely responsible for protecting the prime minister and family as accused by some “misguided” commentators, but also protects many other dignitaries and special interest locations within the Kingdom. In addition, it contributes to protecting national sovereignty by helping to secure its borders.

The celebrations – which coincided with the 33rd anniversary of the formation of Special Intervention Unit 246 – were marked on September 5.

Bunheang recalled that the BHQ was established by a sub-decree to protect the security and safety of all national and international dignitaries, as well as members of the prime minister’s family.

“The BHQ is under the direct command of the Royal Cambodian Armed Forces [RCAF] commander-in-chief and the Minister of National Defence. Its main duties are to provide security to all dignitaries as well as members of the National Assembly and Senate,” he reiterated.

“The BHQ is not under the command of the prime minister as claimed by critics,” he added.

Deputy Prime Minister Neth Savoeun, who presided over the festivities, explained that the BHQ acts as an intervention force at the behest of the defence ministry and the Joint Chiefs of Staff, as is capable of providing a rapid response to any issue when required.

Seun Sam, a policy researcher at the Royal Academy of Cambodia, said the provision of services and protection from the unit is important for the Cambodian leadership and for the overall reputation of the Kingdom.

“If the leadership is kept safe, the national reputation will follow,” he said.

Former Prime Minister Hun Sen established the BHQ in a sub-decree dated September 4, 2009.
