The Ministry of Interior assessed a draft sub-decree concerning security management and public safety.

Chaired by Bun Honn, the ministry’s secretary of state, the meeting on November 20 delved into discussions with pertinent officials to refine the sub-decree’s focus.

Honn asked officials to contribute ideas and suggestions to enhance the draft sub-decree, aligning it more effectively with the current social landscape, aiming to improve the performance of competent officials. 

However, specific details were not disclosed during the meeting, with Honn directing inquiries to the interior ministry spokesperson Khieu Sopheak, who could not be reached for be reached for comment on November 21.

Soeng Sen Karuna, spokesperson for human rights group ADHOC, acknowledged the abundance of sub-decrees and laws related to safety and public order in Cambodia, although he lacked detailed knowledge of the specific content of this draft sub-decree.

He said that the authorities should enhance the role of law enforcement within all relevant institutions to effectively implement existing laws and sub-decrees.

“I think repeatedly introducing sub-decrees without a clear monitoring mechanism can confuse implementers. Law enforcers and the authorities should strengthen existing laws for better precision and effectiveness,” he said.
