Kampong Speu lauds success of ‘One Window’ mechanism

Between 2018 and 2022, the Kampong Speu Provincial Administration provided 128,127 services to residents through the One Window Service Office (OWSO) mechanism, netting total revenue of 21.7 billion riel (around $5.3 million).

Governor Vei Samnang revealed this during a press conference on the province’s achievements of the past five years, held at the Council of Ministers on February 9.

“A number of services from the provincial and town administrations have been delegated to the One Window Service Unit (OWSU), which has improved efficiency. We also launched service windows in all communes in 2022,” said Samnang.

Sorn Bunheng, head of the OWSU, said that although efficiency had increased overall, there were still a few complications with the service. These largely stemmed from some individual’s limited understanding of the new process.

“One challenge was that people had difficulties completing the request forms. Our officials had to guide them through the process, and even filled out some forms for them,” he said.

He explained that there were also some teething problems with the digitalised system, as some staff members were inexperienced in the use of computers. Officials have provided additional training and sent inexperienced staff members on a series of short courses to remedy the issue.

He said that in 2018, the first year the OWSU was in operation, it provided 13,764 services.

This climbed to 44,534 the following year. Covid-19 restrictions slowed demand for the unit’s services, but they had begun to recover.

Last year, 17,280 services were provided to the residents of the province.
