The Kep Provincial Administration urges all town and district officials to accelerate systematic land registration activities, as part of commitment to completing the work by 2023.

The administration made the call at a May 11 press conference on its achievements of the past five years, held at the Council of Ministers.

Provincial governor Som Piseth noted the importance of land registration. In the past five years, the administration has issued more than 40,000 land title deeds.

“Land registration has been achieved in almost every village throughout Kep. We still need to complete one village, but believe we will have issued 100 per cent of title deeds by year’s end,” he said.

He urged the land registration team to expedite the issuance of the deeds.

Soth Puthimanin, director of the provincial Department of Land Management, Urban Planning, Construction, and Cadastral Affairs, said the numbers are still not comprehensive.

“In addition to the registration of land, the department will also work to promote the settlement of land disputes outside the court system by mediating disputes in accordance with legal procedures,” he said.

According to a report by the provincial administration, from 2018-2022, the cadastral department has issued 41,930 titles, including 127 first-time title deeds and 4,645 re-registrations.

It has also prepared land use plans for all villages, including a master plan for Damnak Chang Eur district.

The administration has also issued a total of 69 construction permits for hotels, condominiums, guesthouses, gated communities – known locally as boreys – and other buildings.

According to Minister of Land Management, Urban Planning, and Construction Chea Sophara, as of November 2022, a total of 6,730,752 titles have been issued across the Kingdom, the equivalent of 96.2 per cent of Cambodia’s estimated seven million plots.

Sophara previously instructed all provincial administrations to expedite the registration of land so that the process is complete by the end of 2023.
