A female beggar and her two young children were killed instantly after being hit by a car while crossing National Road 4 in Phsar Kambol village in Phnom Penh’s Kambol district on the morning of Tuesday, October 8.

Sel Touch, the woman’s husband, told authorities that his family stayed at Kambol pagoda.

He said that at around 4:30am his wife and their two children left the pagoda to beg for money. His wife was carrying their 4-year-old daughter and holding the hand of their 6-year-old son as they crossed the road from north to south. While nearing the middle of the road, a speeding car hit them, killing all three instantly.

Kambol commune police chief Phin Pheap confirmed that the deceased woman was identified as Meach Mom, 42 years old. He said the children were Touch Samnang and Touch Vicheka.

He explained that the vehicle that struck the victims fled the scene, and authorities are currently investigating using security cameras from nearby residents along the road where the accident occurred.

"Since it was still dark at the time, we suspect the vehicle involved was a car, travelling from east to west. The license plate was unclear, but we are continuing to check the cameras to identify it," he said.

Pheap added that as the victims were crossing the road near the median, a container truck ahead possibly caused her to stop or move backwards slightly, at which point the car struck them. He noted that the car was likely speeding due to the lack of traffic at the time.

He said that the victims’ family had recently travelled from Sre Ambel district in Koh Kong province to beg for money and food for survival.

Pheap confirmed that the bodies of the victims were taken to a local pagoda in Phleung Chheh Roteh commune for funeral rites.

On Monday, October 7, there were six traffic accidents across the country, resulting in three deaths and seven injuries. Among the victims, four were not wearing helmets, according to the National Police. The primary cause of the accidents was speeding.

Over the seven-day period from October 1-7, a total of 711 vehicles were inspected as part of the stricter enforcement of traffic laws. Of these, 459 were found in violation and fined accordingly, as per the National Police.
