OXFAM, along with its partner organisations, orchestrated a workshop designed to enhance “Social Accountability in the Social Protection System”. This came as part of a move to encourage closer collaboration among government officials, workers’ representatives and the community, thereby ensuring a more inclusive social protection system.
The workshop welcomed 134 attendees and distinguished guests including Chhour Sopanha, secretary of state at the Ministry of Social Affairs, Veterans and Youth Rehabilitation. He was joined by government delegates from the National Social Assistance Fund (NSAF), National Council for Social Protection, National Social Security Fund, and Siem Reap Provincial Health Department. Also in attendance were representatives from civil society organisations, unions and management of local workers.
According to Oxfam, the workshop was not only about extending the awareness of social accountability mechanisms but also about highlighting the vital role of a sustainable social protection system.
The organisation sees this as an opportunity to dive into the perceptions of workers’ and community representatives, fostering collaboration between different spectrums of society.
During the workshop, Oxfam country director Phean Sophoan highlighted the significance of social protection policies.
“At this time in Cambodia, especially within the context of Covid-19, social protection policies are more important than ever. They are the driving force behind the growth and progress of the Cambodian economy, in accordance with the government’s Rectangular Strategy,” she said.
“Social accountability mechanisms are crucial in social protection systems for development and public trust. They enhance the efficiency, sustainability and success of social protection policies. Therefore, it’s necessary to improve the transparency of the governance and inspection system,” she added.
Sophoan continued her thoughts on strengthening public trust by asserting that there must be comprehensive monitoring and response mechanisms in place.
“Social accountability mechanisms in social protection systems are essential for development and public confidence. These mechanisms enhance the efficiency, sustainability and success of the implementation of social protection policies, as well as the strengthening of transparency, governance and inspection systems,” she said.
Sopanha separately conveyed his thoughts on the event. He recognised the collaboration and spirit among various institutions and representatives, stating that the forum demonstrates the efforts of all stakeholders to strengthen social accountability mechanisms in the Cambodian social protection system”.
Sopanha also touched on the vital role of various groups in the social protection policy.
“Clearly, operators and regulators are key players in the success of social protection policy in Cambodia but the active participation of civil society, unions and stakeholders continues to play an important role in ensuring the effectiveness and accountability of our Cambodian social protection system,” he said.
