All 59 senators have unanimously approved two draft laws related to the establishment of the public financial system and clean water management.
The vote was held during the Senate's plenary session on February 20, chaired by its second vice-president Tep Ngon, with 59 senators present to review and comment on the draft laws.
The draft law on the public financial system is designed to build a legal framework necessary for the implementation of the performance-based budgeting system, or "performance budget", as a proper model for Cambodia.
It is a foundational law that covers the management of the public financial system and supports the development of the performance budget system, which is an important component of performance accountability, something the government wishes to achieve in order to modernise Cambodia's public financial management system.
Minister of Economy and Finance Aun Pornmoniroth was on hand to defend the draft law.
"The Senate then reviewed and fully approved the whole draft law in its entirety with 59 supporting votes out of the 59 senators present," it said in a February 20 press release.
Consisting of nine chapters and 109 articles, the draft law was first approved by the National Assembly (NA) with 107 votes at its 6th plenary session on February 8.
The Senate also approved the water management draft law, which defines the legal framework for the management and development of water supply services in Cambodia.
The draft law was designed to ensure quality, safety, sustainability and affordability as well as contribute to public welfare and wellbeing of the people in an environmentally friendly manner.
"After five senators gave their opinions and raised questions, Minister of Industry, Science, Technology and Innovation Cham Prasidh addressed the Senate to discuss their concerns. The Senate then unanimously approved the entire draft law without any changes with all 59 votes cast in favour."
The draft law on clean water management has 15 chapters and 65 articles and was first approved by the NA with 104 votes at its 6th plenary session on February 8.
