HANOI (AP) - Vietnam on July 3 hailed president Clinton's decision to stop blocking
international loans to Vietnam as "a significant step" toward better relations
with the United States.
The president's announcement July 2 allows countries friendly to Vietnam to help
it pay off its debt to the international monetary fund. That would enable the fund
to make new loans to Hanoi.
